This classification means the structure is a non-habitable building. By contrast, a Class 1 building (like a house) must meet much stricter requirements for natural light, ventilation, and headroom. Approaching a bunker as a Class 10a building typically makes the approval pathway more manageable.

“This structure is designed primarily as a Class 10a non-habitable building, intended for use as a secure storage cellar under normal conditions. The structure is not intended for, nor approved as, a permanent place of residence or routine habitation. Its use as sleeping accommodation is strictly limited to emergency or exceptional circumstances.”

Each council has its own requirements for Building Applications (BAs) and, in some cases, Development Applications (DAs). Some councils will accept a bunker without difficulty, while others may request additional engineering justification. Hardened provides:

These seem expensive — why not just bury a sea container or build my own bunker?

It’s a common idea, but unfortunately a dangerous one. Burying a shipping container or improvising a DIY shelter overlooks critical engineering factors that make the difference between life safety and catastrophic failure.

Here’s why:

  • Overburden pressure – Once buried, soil above and around the structure exerts constant pressure. Sea containers are designed to take vertical loads at the corners, not lateral loads on the sides or roof. Without reinforcement, the thin steel walls will buckle.
